African villagers couldn't believe their eyes when they saw the
single eye of a baby goat, which is right in the middle of the goat's
forehead, just like the Cyclops of Greek mythology. Even more astonishing was
the fact that the single eye looked uncannily human.

It’s not ‘paranormal’, except in the sense of ‘not being normal’. It’s caused by a mother goat ingesting several plants of the genus Veratrum on the 14th day of gestation.
Veratrum californicum in the western US is the most common plant that causes this phenomenon. It happens all the time. The medical condition is called “cyclopia”. It’s not as if the Greek gods reached down and introduced magical paranormal teratogens into the growing goat embryo just to screw with some South African natives.
