Strange Maryland Creature

I'm from Harford County, Md. In 2000, I had a strange experence. It was about 5 a.m. and I was riding back from a friend's house. I was on a usually busy highway in Harford, but at that time on a Saturday it was completely dead. After passing the I95 exit, I saw a 7- or 8-foot-tall (its head was over the road sign) thing step out of the meidian strip like it was ascending a staircase and stepped out into my path.

It had dark, curly hair, a flat, featureless face, little beady black eyes like a hamster, no nose, and a large row of pointy, smiling teeth. It was dressed in a brow workshirt, pants and black boots. It turned its head and looked at me then disapeared. I nearly skidded off the road from hitting my breaks. A few years later, I saw it again sitting on a roadsign, again just staring and grinning.
