Lurking Hooded Being

My eldest sister's house in Redmond, Washington has a dark hooded figure that walks in and around it. The first time I saw it was in Feb. 2006 when my mom went to drop some presents off for my nephew. While I was waiting in the car, I noticed a man in all black and hooded coming around from the back of my sister's house. At first I thought he was one of the neighbors (some of the teens there dress goth). But it was different because he didn't have a face. He leaned in and looked through the rear window of the car (I was sitting in the front passenger seat in a slouched position). Then he came around to the left passenger window as if to take a better look at me. I got up and was ready to climb over to that side and open the door to see who he was or what he wanted, but as soon as I moved forward, he turned around, walked off, and faded away.
I was in complete shock. My mom came back, but I didn't tell her cause she is really religious. When we drove back home, I went and told my little sister what happened. She told me she saw the same entity standing in the hallway of that house. We also found out we shared the same experiences on different occasions of hearing unexplainable noises and whispering while visiting. Another time I saw the figure was in the office room. As I walked out into the hall, I saw him standing there watching me. I said a prayer and the figure quickly stepped back pass the door into the office closet.
The last time I saw it was in June. I left the front door of the house open to let some needed light and fresh air in. As I went into the dining room, I turned around to see a reflection in the pictures hanging in the hall to the front door of the dark hooded figure walking into the house. In the position I was standing, I could see the door. The screen door was shut and I locked it myself and no one had entered through it, yet there was a reflection of a dark figure entering in.
I am a very skeptical person and always try to find explanations to what I've seen. But I'm not the only one that has seen it. So I know it's not just me or the trick of the lighting or swamp gas. It's real and it's scary as hell.
