Listen, if this is a true story and not fake then I would suggest performing a cleansing ritual. It sounds like a ghost is attached to the coat, and may be stuck in transition. It would be morally wrong to let the soul of a human being remain stuck to a coat that you keep under the stairs. Get a white candle, a pure one with a clean energy, and take the coat to a private place, such as a bedroom, where you won't be disturbed. Light the candle and call upon God to cleanse the room with pure white light and loving energy. Meditate and focus on pure love and warmth. Do not think of negative things. Think of happy, joyous moments. This is very important. Then, pray to God and ask God to guide this soul to the Otherside. Call out to the owner of the coat. Tell him that it is time for him to move on, and to not be afraid. Let him know it is time to rest and let go of his attachments to the world, to return to the loving arms of God. Say a pray, and pray like you mean it, with all your heart. Feel the good energy flow through the room, and feel it flow into the coat.

I can't guarantee this will work, but it is worth a shot. It feels right to me. Even if you are not religious, it is good to open up your inner loving spiritual side. Just trust your feelings. The more faith you have in yourself, the stronger you will become. If it feels right, than do it. If not, then I would recommend finding someone else who can perform the rite. A psychic or a priest.
