I am guessing that the author was implying that his neighbor was a werewolf and that he chained himself up on the full moon but occasionally he escaped. Too bad his Grandpa's gun didn't come with silver bullets! Interesting that the neighbor was German. I am thinking the author has been watching too much True Blood with all those Nazi werewolves......
